Despite battles and bombings in the streets of Ramallah and Jerusalem, the main Palestinian governing party, Arafat's Fatah, and Israel's Labor and Meretz parties share membership in the Socialist International and supported a resolution to share Jerusalem with Palestinians with pre-1967 borders. Both sides agreed to the resolution: "The major elements of a final settlement are clear: the implementation of Security Council resolution 242, the establishment of a Palestinian state besides Israel, the two states will have Jerusalem as their capital, besides a fair settlement to the refugees problem."
