As similar leaders are rising throughout the region, understanding Bolivia's revolt against neoliberalism is a good tour of the issues. The largest spark for this election and riots that proceeded it were the "water wars" as US companies like Bechtel (see this Public Citizen link) sought to take over the nation's water supplies.
