Except for one month in the early 1980s, "the median number of weeks spent unemployed-11.7 in June-was the highest since such data were first collected in 1948. " Yet unemployment insurance, despite the passage in March of "emergency" extensions, will run out before those 11 plus months in all but two states - Washington and Oregon - which have high enough unemployment to qualify for a full 12 months of UI benefits.
