Court of Appeals has backed a Bush executive order that bans state and local government projects receiving federal funds from promoting unions through so-called Project Labor Agreements. This is a big victory for union-busting construction firms, which just furthers Bush's wide-ranging anti-union policy. Note that this Bush overriding of local government policies is just one more example of the federalist hypocrisy of so-called states rights conservatives.
