This despite allegations of fraud by the Haliburton subsidiary involved. While Bush has talked about punishing corporate fraud, this reward of government contracts to fraud-ridden companies is not exclusive to paying off his Vice President's old company. One of the first things Bush did in office was reverse a Clinton set of regulations barring companies with histories of violations of government laws from getting government contracts.
