<< SOTU- Gutting the Economy | Main | More on McCain Screwing Airline Workers >> January 29, 2003The Bright Spot of the NightEven as Bush proposed slashing spending for the poor in the US-- amid a few tiny "compassionate conservative" programs like mentoring and drug rehab barely funded-- Bush did make one dramatic promise: $15 billion over five years for AIDS programs globally. This is a wonderful program, one desperately needed that will save countless lives. Bush is no doubt popping the program out at the last minute as he justifies war to our global allies as something more than a US government hellbent on self-aggrandizing power. But all to the good that he felt the pressure to have a positive program to match his war program. That said, proof will be in the funding. Bush lied about increased funding for education to get his No Child Left Behind education bill, so there is no reason to believe he is telling the truth about this promise. The grant is not intended for actually PROVIDING medical treatments, it is intended to be spent on researching what specific health-care provisions will best help Africa.
