My assumption was that Iraqis might welcome Hussein's overthrow THEN start resisting the occupation to put their own particular forces in power. The Shia opposition forces have pretty much officially taken this position. Considering that Kurds and Shias had already tried to overthrow Hussein with US help in the past is not inconsequential.
