You may be saying-- hey, didn't they lose out in the bidding for Iraqi contracts? Well, yes, but Halliburton got a special deal back in 2001 that gives them no-bid contracts for ten years for a range of work, so they just get the work without any competition whenever Cheney's defense department feels like hiring them. Privatization is supposed to have the virtue of encouraging competition to keep prices low, but this kind of nepotistic no-bid open-ended contract is symbolic of how outsourcing government work is just about paying off corporate friends of the White House.
