Adding weight to the idea that permanently stripping anyone of their right to vote violates democratic rights, the European court declared that an absolute bar on voting rights for felons violates article 3 of the first protocol to the Human Rights Convention, where European states agree to hold elections "under conditions which will ensure the free expression of the opinion of the people." In the US, where as many as one out of four black men are denied the right to vote in states like Florida, it is clear that basic tenets of democracy are being violated in our country as well. Posted by: Alice Marshall at March 31, 2004 04:18 PM Nathan, In your keenness to compare American practice unfavourably with European, you may have misunderstood the Telegraph's article, which shows the difference to be even greater. The UK already allows ex-convicts to vote, and I don't know of a time when it didn't. The European Court has now ruled it illegal to prevent a *serving* convict from voting. Even if the American states that currently bar ex-cons from voting end the bar, y'all will still have some catching up to do if Europe allows voting for all its citizens. (and America has a much larger prison population than Europe, many of whom are inside either on unsafe convictions or for trivial offences, so I expect it would be a much more controversial issue) Posted by: Derek at April 1, 2004 10:37 AM Post a comment
