Arnie: Construction Industry Guy

Let's be clear that Arnie is a true blue politician. He lied through his teeth in his campaign, no lie greater than his claim not to be taking "special interest" money while pocketing $1.3 million in contributions from Central Valley and southern California developers to finance his campaign-- and who knows how much more paying off his personal campaign debt (a nice trick where contributors can directly enrich Arnie, pure legalized bribery.)

The payoff has been immediate:

Schwarzenegger has also appointed two veteran developers to his transition team - Rick J. Caruso, who builds upscale Southern California shopping centers, and Eli Broad, co-founder of KB Homes, one of the nation's most prolific suburban homebuilders since World War II...

Schwarzenegger's campaign literature promotes financial incentives to encourage growth in existing cities, but also the diversion of money from transit for more freeway lanes.

So the man from the California Building Industry Association is just playing "pay to play" politics on the wealthy developer team.

Update: Although I didn't want to sleight Enron and the energy industry as Arnie's political masters.
