Because of low pay for police, bribery is a way of life for Mexico City policemen. A few years ago to fight bribery, police pay was raised to the munificent sum of $240 per month. (scroll down) Which means that Guiliani will be being paid 1500 times as much per month as the police in the city. Maybe the police in Mexico City should rename bribes "consultant fees"?
