I just got hit by spam from a company that makes antispam software--- deleted immediately -- but it's infuriating. This is one area where antispam laws could be very effective, since the companies running web sites could be targetted and even lose their domain names as sanction. Advertising rates have become so high that only access to deep pockets allows new business to publicize. The problem is that spam probably has lost its benefit to small business since it is so prevelant that it is simply ignored.
