The bottom-line: taxpayers through various economic development programs forked over a bit more than $1.08 billion to subsidize the profits of Wal-Mart. And in return, Wal-Mart dumps the health costs of many of its employees on those local governments, just upping the welfare subsidies the company receives. All of this has been used by the company to unfairly compete with other firms that pay decent wages and benefits without subsidies by the government.
