Millions vs. Billions

Yesterday, "The Bush administration outlined a $35 million plan today to help end chronic homelessness in the next decade". It is amazing that when it comes to tax cuts or defense initiatives, Bush speaks in billions of dollars, but for any social issue like homelessness, it is always rhetoric with a few millions thrown in.
