GOP protect Rich in Cal
Extending their defense of the wealthy locally, the minority GOP in California is using the two-thirds requirements for budget passage (a legacy of the "tax revolt") to block increases in taxes on the state's wealthy to close the $23.6 billion budget shortfall.
