Coca Farmers v/ Drug War

The failure of the war model of fighting drugs is nowhere clearer than in Peru and Bolivia where populist movements are in the streets forcing their governments to back off US-supported Coca irradication programs. As this editorial by the Washinton Times shows, even conservatives are beginning to admit that only aid to help the poorest farmers will encourage alternative crop growing-- brute force just promises even more radicalization of a desperately poor population.
